Does anyone know what the term "Active Desktop means and how it is turned on and off?

Yes It is a graphics setting for your best possible color settings of your desktop wallpapers, it makes possible for you to customize your desktop,
To turn it on and off you must go to your display properties. Right click the desktop then go to properties, under the tab WEB you will find a check box that says view my active desktop as a web page. You can also right-click any graphic on a Web page and then click Set as Wallpaper.
