It all depends, Define icon?

You can reduce the size of most graphics to icon size but, you may not be able to tell what it is...

Just how big a icon do you plan on making out of this Graphic and what kind of picture are you going to use?

If you want to create an icon file (.ico extension) there are several free programs that will convert bitmap graphics into .ico graphics. I haven't tried any of them, so I can't recommend one over another.

or http://www.moochers.com/

who all list free programs - look under "graphics" or "internet" to find a suitable program to try.

If you would like to create your own desktop icons out of graphic files such as jpg, giff, bitmap etc. try this program it is the best: http://www.impactsoft.com/ It is expensive but comes with a free trial. If you are artistic you can create your own icons from scratch or use the links they provide to search the web for more graphic files you can turn into ico. files. No more boring desktop.
