You can download the full installer file from:

http://wp.netscape.com/download/full_install.html

and at the bottom of the page, click on the link that corresponds with your particular operating system.
Please note that on a dialup connection, the download time can take up to 2 hours.
I recommend downloading the file (NSSetupB.exe) to your Desktop.
Also, it is recommended that you READ the instructions prior to downloading or installing the software. You can get this information from:

When I start Netscape 7.1, the program does not dial my ISP as previous versions did. I am unable to configure it to do so.
